Whether you are a builder, electrician, plumber, or any other tradesperson working in Tonga, professional invoicing is essential for getting paid and running a credible business. This guide covers Consumption Tax, what to include, and how to invoice properly.
Updated May 2026 · Consumption Tax administered by the Ministry of Revenue and Customs
Tonga has no GST or VAT — it uses a Consumption Tax (CT) system instead. Most small contractors below the registration threshold simply invoice the total amount, no separate CT line needed. Every invoice should still show your business name, invoice number, date, description of work, and total payable in TOP.
Tonga does not have a GST or VAT system in the same form as New Zealand or Fiji. Tonga operates a Consumption Tax (CT) system instead. For most small contractors and sole traders, the practical requirement is to issue clear, professional invoices that show your business name, the work completed, costs, and total amount payable.
Professional invoices build trust with clients, help you get paid on time, and are required for any formal business relationship — especially with hotels, resorts, and commercial clients across Tongatapu and the outer islands.

Here's a complete, professional invoice for a Tonga contractor job. No CT line is needed for a small unregistered contractor:
| Description | Qty | Rate | Total |
|---|---|---|---|

| Timber, paint & fixings | 1 | T$310.00 | T$310.00 |
The tax rules
Tonga's Consumption Tax is administered by the Ministry of Revenue and Customs. The standard rate is 15%, but it applies differently from GST in NZ or VAT in Fiji — small contractors and sole traders below the registration threshold typically do not charge CT separately on their invoices.
If your business turnover is significant, consult with a Tongan tax agent to determine your CT registration obligations and whether you need to itemise CT on your invoices.
Most small contractors invoice a clean total with no CT line. If you're CT-registered, your tax agent will confirm how CT should appear on your invoices.
Clear payment terms on every invoice are essential. Standard practice in Tonga is 14 to 30 days from invoice date. For larger projects, progress invoicing at key milestones is recommended. Always issue an invoice promptly after completing work — the longer you wait, the harder it can be to collect payment.
